To be considered for pilot testing services at the RDTE facility, a vendor's project must be feasible as far ecosystems, ship's structures and economic considerations are concerned. In addition, the discharge from a proposed treatment system must be acceptable at the City of Superior's Publicly Owned Waste Treatment Plant, where the RDTE facility takes its waste. Although GSI scientists and engineers are consulted about a proposed project's potential to perform effectively on Seaway sized ships, ultimately GSI's executive committee is responsible for awarding testing services. The executive committee includes Great Lakes port directors, elected officials and representatives from carrier companies and environmental groups.
Seakleen, a chemical treatment which degrades in sunlight, was chosen for the preliminary trials in part because it has already been tested at the bench, pilot and shipboard scales in salt water environments and is currently undergoing review by the EPA for registration as a marine pesticide for use as a ballast treatment system.
