They must take additional training such as anti-terrorism force protection and military sealift small arms training. Private mariners tend to follow these government requirements to be employable as civmars and vessel owners tend to do the same to get their vessels on the sealift command list. This same incentive is at work for Vessel Security Officer (VSO) training. For now, Morales said, there's no mandatory requirement for anyone but one VSO per vessel to have the certified training. But mariners often seek the training to be more employable in the field. As for coastal vessels grappling with security requirements, Morales said "they're a little overwhelmed with the paperwork... The regulations were . drafted with bigger crews in mind." Morales described members of smaller crews as more intimately involved in the security effort. "They are more involved in the process of security awareness, screening of people on board...They have to be more techni. cally efficient in all aspects. It's refreshing," Morales said. "I think that's a plus in that side of the industry."
